Job Description

The Strategic Security Sciences Division’s CBRN Detection and Analysis Department is currently seeking a highly motivated Technical Project Manager. The selected individual will provide critical planning and operational support for global security initiatives related to the ability to monitor and verify arms control treaties and agreements. Primary support will include project management, financial tracking and reporting, and event planning. The individual will be responsible for ensuring that programmatic work is being implemented and that tasks which have been assigned to other individuals are being completed in a timely and effective manner that meets the project needs.

In this position, you will:

  • Track due dates and submission of work deliverables to sponsors.

  • Create task implementation plans, obtain approval from principal investigators (PIs), and issue clarifications and guidance to personnel assigned to work based on implementation plans.

  • Track work progress on Argonne-led projects and tasks, including work performed at Argonne or at other national laboratories.

  • Identify and communicate issues which may impact the ability to satisfactorily meet project needs or deliverable deadlines.

  • Identify and help implement improvements to address issues and allow work to be accomplished more efficiently.

  • Track and document submission of intermediate and final project deliverables and corresponding email correspondence.

  • Assist PIs with purchases and the document review and release process.

  • Schedule, plan, and help prepare trainings, exercises, and workshops hosted at Argonne, to potentially include drafting agendas, tracking participants, and/or assembling training packages consisting of manuals, small tools, procedural references, logbooks, etc.

  • Track incoming funds against approved work budgets, track spending for individual projects or conferences, assist PIs with spend predictions and carryover estimates, communicate project financial status to program managers at Department of Energy (DOE) in written or oral form, track multi-year funding and spending for the program, and manage purchase agreements.

The selected individual will work closely with and support sponsor relationship managers at Argonne and will provide support to PIs from across the laboratory. The selected individual will also communicate directly with collaborators at other DOE laboratories/sites as well as DOE program managers and will be expected to maintain strong and positive relationships.

Position Requirements

  • Strong attention to detail and pride in work.

  • Ability to solve problems using independent judgement, a high degree of initiative, and a strong sense of ownership for ensuring delivery on requirements; ability to work under direction but with minimal supervision.

  • Considerable time management skills and an ability to evaluate and prioritize key action items while managing a high volume of deliverables and tasks with short deadlines.

  • Organizational skills, including the ability to track large numbers of deliverables and activities, help the relationship manager to track, plan, and deconflict events, and help project PIs maintain awareness of their commitments.

  • Demonstrated oral and written communication skills characterized by tact, diplomacy, and discretion.

  • Ability to work effectively with a variety of internal and external stakeholders including as an interface between project PIs and the DOE program managers while maintaining strong, positive relationships.

  • Skill in maintaining detailed and accurate budget and cost records, generating spending projections, and applying complex indirect burdens on costs.

  • Skill in arranging meetings, planning/arranging workshops and conferences, and coordinating visits by external stakeholders.

  • Ability to independently draft high-quality reports, presentation slides, and spreadsheets to meet the responsibilities outlined above, using advanced capabilities in Microsoft Word, PowerPoint, and Excel.

  • Basic knowledge of science and/or engineering, with the ability to acquire an understanding of the terminology related to arms control monitoring and verification.

  • Project management credentials (education, PI certification, and/or working experience) highly desired.

The selected candidate will be placed at the appropriate level (PT3 or PT4) dependent upon the depth and breadth of relevant knowledge and skills brought to the position, as well as the amount of relevant experience. The basic requirements of the various levels are as follows:

  • PT3 Level: Bachelor’s and 4+ years of experience

  • PT4: Bachelor’s and 6+ years of experience
