What Your Job Will Be Like:

If so, you could be the Engineering Program and Project Lead we seek to lead our division’s construction and project portfolio in strategy, mentoring, and guiding construction management and project management activities. In this position, we need your energy, enthusiasm, and knowledge of construction and project management, skills, trends, engineering tools and approaches. This Senior Administrator role is in the Division Chief of Staff Team and reports directly to the Division 4000 Chief of Staff. The Division Chief of Staff Team advances D4K's mission by objectively assessing performance, integrating programs, driving solutions, and promoting a collaborative and efficient division focused on excellence and continuous improvement .
This role is designed to administer and lead D4Ks project and construction portfolio that includes strategic construction projects with high impact, working with ambiguous and complex structures; as well as leaders, and partners within Infrastructure Operations to plan, prioritize, and coordinate Facilities project portfolio. This role will also advise senior and executive leadership on improvement activities and return on investment assessments.
This project portfolio has significant oversight for its performance adhering to schedule, scope, and budget. The Senior Administrator is responsible for leading D4K to successful execution and tracking of this breadth of work and for orchestrating good communications with oversight parties at the local Sandia Field Office as well as DOE HQ. Developing innovative solutions to reduce burden and improve transparency is a key deliverable in this role. Reporting functions and data and metrics, while not created by the Senior Administrator, will need to be tracked and known well by this Senior Administrator to make data driven decisions and strategic actions.
This role is also a strategic liaison between the Sandia Facilities teams and the division office. As part of this role, you will be expected to work with all levels of management and members of the workforce to achieve goals and improve collaboration. You will capture partner needs, develop requirements, and work in strong partnership with all necessary parties to drive projects to completion and improve lab processes and procedures. You will implement best practices that improve our return on construction investment.
The qualified individual will be expected to lead and manage the D4K portfolio of projects and construction and is expected to have high impact and collaboration for the success of the laboratory mission.
On any given day, you may be called upon to:
- Plan and direct engineering and technical project portfolio for internal and external partners, coordinating as required with work performed in other internal and external organizations.
- Define system and subsystem requirements, project scope, schedules, cost estimates, and work that support mission objectives relating to the portfolio of work.
- Negotiate work with external customers and partners, build and lead teams, and organize resources to implement scope.
- Apply standard principles and advanced Project Management techniques.
- Provide technical or engineering support to one or more aspects of the program or project.
- Provide leadership and planning for execution of projects and apply engineering or other technical knowledge to achieve project objectives and work.
- Find opportunities to automate processes with data systems that create efficient workflow and service delivery.
- Review and validate project requirements with customers.
- Lead status meetings to review and report project progress and health.
- Lead development of a Facilities construction and project management process improvements.
- Ensure project alignment to strategic objectives.
- Follow established project management, governance, and enabling processes.
- Gather, document, and validate system requirements including project scope, cost, schedule, and quality.
- Prioritize and run the project portfolio for D4K while simultaneously coordinating with corporate entities to provide solutions to issues in a timely manner.
- Communicate significant program portfolio initiatives and accomplishments.
- Conduct data analysis of given modeling, and visualization.
- Ensure data is aligned to performance assurance, risk management, and strategic objectives.
- Use information systems engineering judgment to recommend and support data-driven decision-making for executive customers.
The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.
Salary Range:
$175,100 - $297,800
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require:
- Bachelor’s degree in Engineering, or Construction Management, plus 15 years of relevant experience.
- Master’s degree in Engineering, or Construction Management, plus 11 years of relevant experience.
- Ability to obtain and maintain an active DOE Q-level security clearance.
Qualifications We Desire:
- NM Professional Engineering (PE) license
- Project Management Certification (PMP).
- Lean Six Sigma Green or Black Belt.
- Familiar with Sandia Performance Assurance and Risk Management.
- Ability to lead, coordinate, and prioritize work in a dynamic, fast-paced environment.
- Possess knowledge and experience in multiple, current information systems relevant to facilities operations (e.g., Maximo, TRIRIGA, EIMS/FileNet, AutoCAD, Autodesk, Newforma).
- Exceptional written and oral communication skills with demonstrated experience at the executive level.
- Familiar with Sandia corporate information tools, and how the tools may be demonstrated to contribute to business operations.
